Governance gets often mixed up with management. There is a simple way of describing the two: governance is concerned with “doing the right thing”, management with “doing things right”. In contrast to water management which acts on a smaller level, water governance includes a broad range of universal principles mainly covering water allocation and water use efficiency, implementation of water-related policies and related institutions, and determining the rights and duties of governments, civil society and the private sector with regards to water resources.

This video illustrates the definition of governance by introducing the ingredients/ principles required to bake a “good governance pizza”. The recipe needs to follow the ‘Rule of Law’ and include basic ingredients such as: transparency, accountability, participation, responsiveness to citizens’ needs (human rights, gender equity, consideration of underrepresented groups, etc.) and integrity. 

More often than not, failures are caused by disregard of local factors and local actors. Therefore, a successful governance scheme should take the “km0” approach to ensure that sustainable and equitable arrangements are taken at the right levels, both geographically and jurisdictionally.

FRANCESCA FERRARIO

THE AUTHOR

Francesca Ferrario studied at the “Southampton Institute for Higher Education” and at the “Venice Fine Arts Academy” where she graduated in 1997 with a thesis on Tex Avery. She is author of various animation movies in stop motion. She worked as animator in renowned animation studios including Aardman Animation and Bolex Brothers (UK), Pedri Animation (NL), Norwegian Toolbox (N). She designed, directed and produced several short movies such as: Bertie and Roderick in a Bit of a Fix (Blockbuster award 2004), La Sciarpa Rossa (intro to Amarcort 2012) and Jingle Bells for the Cartoni dello Zecchino 2014. Since 2004 she is programmer for “Euganea Film Festival”. In between travels she is based in Padova where she teaches modelling and animation at the “International School of Comics.

MAKING OF

The “Good Governance Recipe” has been realized with the stop-motion technique, a labor-intensive method which foresees the creation of handmade play-dough puppets, which are photographed per frame and finally played in a continuous sequence to create the animated video. In this short video, Francesca Ferrario and her team explain the basics of this technique and give insights on the rationale of the concept to illustrate in an amusing way a tangled topic such as governance.
